A New Era in Solar Power is Here

Promoting high-quality development of new energy in the new era.

In recent years, my country’s new energy development represented by wind power and photovoltaic power generation has achieved remarkable results. The installed capacity ranks first in the world, the proportion of power generation has steadily increased, and the cost has dropped rapidly. It has basically entered a new stage of development without subsidies. At the same time, there are still constraints in the development and utilization of new energy, such as insufficient adaptability of the power system to large-scale and high-proportion new energy grid connection and consumption, and obvious constraints on land resources. In order to achieve the goal of having a total installed capacity of wind power and solar power of more than 1.2 billion kilowatts by 2030, and to accelerate the construction of a clean, low-carbon, safe and efficient energy system, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, complete, accurate, Comprehensively implement the new development concept, coordinate development and safety, insist on building first and then breaking, and overall planning, better play the role of new energy in ensuring and increasing energy supply, and help solidly do a good job in carbon peaking and carbon neutrality. In accordance with the decision-making and deployment of the Party Central Committee and the State Council, the following implementation plan is formulated for promoting the high-quality development of new energy in the new era.

1. Innovative new energy development and utilization models

(1) Accelerate the construction of large-scale wind power photovoltaic bases focusing on deserts, Gobi and desert areas. Intensify efforts to plan and build a new energy supply and consumption system based on large-scale wind and solar power bases, supported by clean, efficient, advanced and energy-saving coal power around it, and supported by stable, safe and reliable UHV transmission and transformation lines. Strengthen coordination and guidance in areas such as planning, site selection, and environmental protection to improve approval efficiency. In accordance with the requirements of promoting the optimal combination of coal and new energy, coal power companies are encouraged to carry out substantive joint ventures with new energy companies.

(2) Promote the integrated development of new energy development and utilization and rural revitalization. Encourage local governments to step up efforts to support farmers to use their own building roofs to build household photovoltaics, and actively promote the development of rural decentralized wind power. Coordinate the rural energy revolution and the development of the rural collective economy, cultivate new market entities such as rural energy cooperatives, and encourage village collectives to participate in the development of new energy projects by using existing collective land in accordance with the law through mechanisms such as pricing shares and benefit sharing. Encourage financial institutions to provide innovative products and services for farmers to invest in new energy projects.

(3) Promote the application of new energy in the industrial and construction fields. In qualified industrial enterprises and industrial parks, accelerate the development of new energy projects such as distributed photovoltaics and distributed wind power, support the construction of industrial green micro-grids and integrated source-grid-load-storage projects, promote the complementary and efficient use of multi-energy, and develop new energy power Pilot direct power supply and increase the proportion of new energy power in terminal energy consumption. Promote the deep integration of solar energy and buildings. Improve the application technology system of photovoltaic building integration, and expand the consumer group of photovoltaic power production. By 2025, the photovoltaic coverage rate of new buildings in public institutions will strive to reach 50%; encourage the installation of photovoltaic or solar thermal utilization facilities in existing buildings of public institutions.

(4) Guide the whole society to consume green power such as new energy. Carry out pilot projects for green power trading, promote green power to reflect its priority in terms of trade organization, power grid dispatching, and price formation mechanisms, and provide market players with functional, friendly and easy-to-use green power trading services. Establish and improve the new energy green consumption certification, labeling system and publicity system. Improve the green power certificate system, promote green power certificate transactions, and strengthen the effective connection with the carbon emission trading market. Increase the strength of certification and credibility, and guide enterprises to use green power such as new energy to manufacture products and provide services. Encourage all kinds of users to purchase products made of green power such as new energy sources.

2. Accelerate the construction of a new power system that adapts to the gradual increase in the proportion of new energy

(5) Comprehensively improve the adjustment capability and flexibility of the power system. Give full play to the platform and hub role of power grid enterprises in building a new power system, support and guide power grid enterprises to actively access and absorb new energy. Improve the compensation mechanism for peak-shaving and frequency-regulating power supplies, increase the flexibility of coal-fired power units, hydropower expansion, pumped storage and solar thermal power generation projects, and promote the rapid development of new energy storage. Study energy storage cost recovery mechanism. Encourage areas with good light conditions such as the west to use solar thermal power generation as a peak-shaving power source. Deeply tap the potential of demand response and improve the ability of the load side to regulate new energy.

(6) Efforts should be made to improve the ability of the distribution network to accept distributed new energy. Develop distributed smart grids, promote power grid enterprises to strengthen research on planning, design, and operation methods of active distribution networks (active distribution networks), increase investment in construction and transformation, improve the intelligent level of distribution networks, and strive to improve distribution network connection. The ability to enter distributed new energy. Reasonably determine the proportion requirements for distribution network access to distributed new energy. Explore the demonstration of DC distribution network projects that adapt to distributed new energy access.

(7) Steadily promote the participation of new energy in electricity market transactions. Support new energy projects to carry out direct transactions with users, encourage the signing of long-term power purchase and sale agreements, and grid companies should take effective measures to ensure the implementation of the agreements. For new energy projects that have a clear price policy in the country, power grid companies should strictly implement the full guaranteed purchase policy in accordance with relevant laws and regulations, and the electricity beyond a reasonable number of hours in the entire life cycle can participate in electricity market transactions. In the pilot areas of the electricity spot market, new energy projects are encouraged to participate in electricity market transactions in the form of contracts for difference.

(8) Improve the responsibility weight system for renewable energy power consumption. Scientifically and reasonably set the medium- and long-term renewable energy power consumption responsibility weights of each province (autonomous region, municipality directly under the Central Government), and do a good job in the connection between the renewable energy power consumption responsibility weight system and the new renewable energy not included in the total energy consumption control. Establish and improve the evaluation index system and reward and punishment mechanism for renewable energy power consumption responsibility.

3. Deepen the reform of “decentralization, management and service” in the field of new energy

(9) Continue to improve the efficiency of project approval. Improve the new energy project investment approval (recording) system, and strengthen the supervision of the entire chain before the event, during the event and after the event. Relying on the national online approval and supervision platform for investment projects, establish a green channel for centralized approval of new energy projects, formulate a negative list of project access and a list of corporate commitments, promote the implementation of the commitment system for corporate investment projects, and do not increase unreasonable investment in new energy companies in any name cost. Promote the adjustment of wind power projects from the approval system to the filing system. Integrated energy projects such as multi-energy complementarity, source-grid-load-storage, and micro-grid with new energy as the main body can go through approval (record) procedures as a whole.

(10) Optimize the grid connection process of new energy projects. Local energy authorities and grid companies should optimize grid planning and construction plans and investment plans in a timely manner in light of the development needs of new energy projects. Promote power grid enterprises to establish a one-stop service platform for new energy project network connection, provide information such as available access points, accessible capacity, and technical specifications for new energy projects, realize the online process of new energy project network connection, and greatly reduce network connection time. In principle, grid connection and transmission projects are invested and constructed by grid companies. Grid companies should improve and improve internal approval processes, arrange construction timing reasonably, and ensure that transmission projects match the progress of power supply construction; new energy grid connection and transmission projects constructed by power generation companies , power grid enterprises can repurchase according to laws and regulations after mutual agreement.

(11) Improve the public service system related to new energy. Carry out national exploration and evaluation of new energy resources, establish a database of exploitable resources, form detailed investigation and evaluation results and maps of various new energy resources in administrative regions above the county level, and release them to the public. Establish a wind measuring tower and wind measuring data sharing mechanism. Improve the comprehensive service system for disaster prevention and mitigation in the new energy industry. Accelerate the construction of public service systems such as new energy equipment standards and testing and certification, and support the construction of a national new energy equipment quality announcement platform and a public testing platform for key products.

4. Support and guide the healthy and orderly development of the new energy industry

(12) Promote scientific and technological innovation and industrial upgrading. Establish an industry-university-research integration platform, build a national-level new energy laboratory and R&D platform, increase investment in basic theoretical research, and advance the deployment of cutting-edge and disruptive technologies. Promote mechanisms such as “revealing the list and taking command” and “horse racing”, and promote enterprises, scientific research institutes, and universities to carry out systematic research on issues such as the safety, stability and reliability of the power system with the proportion of new energy gradually increasing, and propose solutions. Increase support for industrial intelligent manufacturing and digital upgrades. Compile and implement the action plan for the development of the smart photovoltaic industry, and improve the level of intelligence and informatization throughout the product cycle. Promote breakthroughs in key technologies such as high-efficiency solar cells and advanced wind power equipment, and accelerate technological upgrades in key basic materials, equipment, and parts. Promote the development of decommissioned wind turbines, photovoltaic module recycling and processing technologies, and related new industrial chains to achieve closed-loop green development throughout the life cycle.

(13) Ensure the security of the industrial chain and supply chain. Issue guidance to promote the development of the energy electronics industry, and accelerate the integration and innovation of electronic information technology and new energy industries. Promote strong chains and supplementary chains, and implement scientific overall management of the upstream and downstream of the supply chain in accordance with the division of labor in the new energy industry chain. Increase the transparency of information on expansion projects, enhance the responsiveness of equipment and material companies to changes in industrial supply and demand, prevent and control abnormal price fluctuations, and enhance the resilience of the new energy industry chain supply chain. Guide local governments to do a good job in new energy industry planning and implement the standard conditions for the photovoltaic industry. Optimize the environment for the protection of intellectual property rights in the new energy industry and increase penalties for infringement. Standardize the development order of the new energy industry, curb the blind development of low-level projects, promptly correct practices that violate fair competition, eliminate local protectionism, and optimize the market environment and approval process for mergers and acquisitions of new energy companies.

(14) Improve the internationalization level of the new energy industry. Strengthen international cooperation on intellectual property rights in the new energy industry, promote measurement, testing, and experimental research capabilities to reach the world’s advanced level, and actively participate in international standards and conformity assessment procedures in the fields of wind power, photovoltaics, ocean energy, hydrogen energy, energy storage, smart energy, and electric vehicles The formulation and revision of standards will improve the level of mutual recognition of measurement and conformity assessment results, and enhance the international recognition and influence of my country’s standards and testing and certification institutions.

5. Guarantee reasonable space demand for new energy development

(15) Improve the land use control rules for new energy projects. Establish a coordination mechanism for relevant units such as natural resources, ecological environment, and energy authorities. On the basis of meeting the requirements of national land space planning and use control, make full use of deserts, Gobi, deserts and other unused lands to lay out and build large-scale wind power bases. Incorporate the spatial information of new energy projects into the “one map” of land and space planning in accordance with regulations, strictly implement the requirements for ecological environment zoning control, and make overall arrangements for the land use of forests and grass for large-scale wind and power base construction projects. Local governments must collect land use taxes and fees in strict accordance with the law, and must not exceed the legal requirements.

(16) Improve the utilization efficiency of land and space resources. Newly-built new energy projects must strictly implement land use standards, and must not break through standard controls, encourage the promotion and application of land-saving technologies and land-saving models, and the degree of land conservation and intensification must reach the advanced level in the same industry in China. Optimize and adjust the layout of nearshore wind farms, encourage the development of far-reaching offshore wind power projects; standardize the installation of landing cable tunnels to minimize the occupation and impact on the shoreline. Encourage the integrated development of “scenery and fishing”, and effectively improve the utilization efficiency of sea area resources for wind power and photovoltaic power generation projects.

6. Give full play to the ecological and environmental protection benefits of new energy

(17) Vigorously promote new energy projects for ecological restoration. Adhere to ecological priority, scientifically evaluate the impact and benefits of new energy projects on the ecological environment, research and issue standards and specifications for the design, construction, operation and maintenance of new energy projects such as photovoltaic sand control and other ecological restoration, and support the development of rocky desertification, desertification land and coal mining subsidence areas and other mining areas to carry out new energy projects with ecological and environmental protection and restoration benefits.

(18) Help improve the living environment in rural areas. Promote biomass energy, geothermal energy, and solar heating according to local conditions, and orderly carry out actions to replace loose coal with new energy on the basis of ensuring safe and stable energy supply, and promote clean heating in rural areas and clean agricultural production. Further promote the comprehensive utilization of straw and the resource utilization of livestock and poultry manure. Formulate technical standards for special equipment that meet the characteristics of biomass combustion, and promote the use of biomass briquettes.

7. Improve fiscal and financial policies to support the development of new energy

(19) Optimizing the use of financial funds. Strengthen the linkage between the central government and the local government, and make good use of the renewable energy development fund in accordance with the principle of determining expenditure based on revenue. Fully implement the relevant requirements of the tax department to collect renewable energy development funds to ensure that all receivables are collected. Make good use of existing funding channels to support the development of new energy. Research on including eligible public welfare construction projects in the field of new energy into the scope of local government bond support.

(20) Improve financial related support measures. Under the premise of compliance with laws and regulations, controllable risks, and sustainable business, financial institutions can independently determine whether to issue subsidy confirmation loans to projects that have been included in the renewable energy power generation subsidy list, and financial institutions and enterprises can independently negotiate and determine the loan amount and term , interest rates, repayment schedules, etc. Give full play to the financing advantages of power grid enterprises, actively expand the sources of funds, and promote the annual balance of the subsidy funds for renewable energy power generation. Support qualified financial institutions to provide green asset-backed (commercial) bills, factoring and other innovative solutions to meet the capital needs of new energy companies.

(21) Enrich green financial products and services. Reasonably define credit rating standards and assessment access conditions for new energy green finance projects. Increase the support of green bonds and green credit for new energy projects. Research and explore the inclusion of new energy projects in the scope of pilot support for infrastructure real estate investment trusts (REITs). Support the inclusion of certified greenhouse gas emission reductions from eligible new energy projects in the national carbon emissions trading market for quota settlement and offsetting.
